Introduction part
This paper summarizes the background of standard formulation, the purpose and significance of implementing occupational health and safety management system and the influencing factors of effectiveness, p-d-c-a (plan implementation inspection improvement) cycle, standard style and main contents.

Range
It specifies the scope of application of the standard and emphasizes that any unit (Organization) willing to improve occupational health and safety management can be integrated and improved through the standard, which can be used to improve occupational health and safety management in whole or in part.

Environment of the organization
It includes two parts, which is the basis for a unit (Organization) to establish an occupational health and safety management system. The purpose is to master the current situation, existing problems and needs of occupational health and safety management of the unit (Organization), which is the premise of scientific planning.

Leadership and employee engagement
It mainly focuses on solving the problems of decision-making and execution.
